Contracting authorities must, in principle, publicly tender contracts to meet the demand for goods and services and to carry out construction measures.

Contracting authorities, such as the Land and the municipalities, are legally obliged to award contracts to cover their needs for goods and services and to carry out their construction measures in principle within the framework of tenders.

Public tenders must be published. Most contracting authorities use their own website for this purpose, and current calls for tenders can also be found on
Invitations to tender above certain thresholds must be published in the Supplement to the Official Journal of the European Union (SIMAP).
The publications indicate which application documents are required, where and how they can be requested and what costs may be incurred.

The required forms can be found in the procurement documents for the respective call for tenders. Some contracting authorities have also posted corresponding forms on their websites for download.
