An activity covered by the travel card obligation may be prohibited if the trader does not have the necessary reliability for the activity.

In principle, anyone who wants to operate a travel business needs a special permit (travel trade card).
Some activities are exempt from the travel trade card obligation. These are listed in the Industrial Code (GewO). This includes, for example, the distribution of food or other goods for daily use from a mobile point of sale, if the distribution takes place at regular, shorter intervals at the same location. Among other things, the offering of printed works on public roads or other public places is free of travel.

Under certain conditions, the activity without travel trade cards may be prohibited. The activity of travelling may be prohibited if facts justify the assumption that the applicant does not have the necessary reliability for the intended activity.

Special grounds for refusal specified in the GewO apply in the event of exercise

  • the security industry,
  • the trade of brokers, property developers and construction supervisors,
  • of the insurance intermediary industry, and
  • of the insurance consulting industry.

In order to carry out the auctioneer business as a travel business, the trader requires the necessary permission from the competent authority. According to § 4 (1) GewO, this does not apply to service providers who temporarily operate from a branch in another EU/EEA state.

  • if applicable, certificate of good conduct / extract from the central trade register,
  • where applicable, craft card,
  • if applicable, proof of fairground liability insurance.
