Anyone who wants to mediate the conclusion of insurance contracts commercially as an insurance broker or as an insurance agent requires a permit.

Anyone who wants to broker the conclusion of insurance contracts as an insurance broker or as an insurance agent (insurance intermediary) requires the permission of the responsible Chamber of Industry and Commerce (IHK).

Permission is granted if you

  • personal reliability,
  • orderly financial circumstances,
  • professional indemnity insurance and
  • the appropriate expertise

can prove.

The permission may be limited in content and subject to conditions insofar as this is necessary for the protection of the general public or policyholders. Likewise, editions can also be changed, supplemented and included retrospectively.

In addition, you must be registered in the Register for Insurance Intermediaries (VVR), which is set up at the Association of German Chambers of Industry and Commerce (DIHK) e.V. The register is used to check whether you are authorised as an insurance intermediary.

By transposing the EU Insurance Intermediaries Directive into national law, the previously freely accessible activity of the insurance intermediary became a business subject to authorisation and registration.

Exemption from authorisation for product-ancillary intermediaries.

For so-called product-ancillary insurance intermediaries, who mediate insurance as a supplement to the goods or services offered in the context of their main activity, there is the possibility to exempt themselves from the licensing requirement according to § 34 d GewO on request.
Prerequisites for this are:


  • Main activity that in principle permits product-ancillary insurance,
  • Proof of placing an order by an intermediary with permission or a VU with registration via BaFin,
  • Proof of financial loss liability insurance,
  • Certificate according to § 80 Abs. 2 Versicherungsaufsichtsgesetz.
