The specialist examination is carried out by the Chambers of Commerce and Industry.

To carry out commercial transport with vehicles whose permissible total weight is more than 3.5 tonnes, you need a permit (road haulage permit) .

One of the conditions for granting the permit is proof of professional aptitude, which means that the entrepreneur or the person appointed to conduct the business must be professionally suitable.

The professional aptitude can be proven by a specialist examination before the locally responsible Chamber of Industry and Commerce (IHK).

The examination consists of two written parts and, if necessary, an oral examination component.

Alternatively, professional aptitude can be demonstrated by a managerial activity of at least ten years in an undertaking operating by road haulage. That activity must have been carried out without interruption in one or more Member States of the European Union during the period of 10 years preceding 4 December 2009. A corresponding certificate of expertise is issued by the Chamber of Industry and Commerce.
It can also be proven by a recognized equivalent final examination (e.B. as a forwarding agent). In this case, the certificate must be submitted to the final examination.
