Explosive substances (explosives): Qualified person - Certificate of competence

Anyone who wants to handle or trade in explosive substances requires a certificate of competence.

Supervisors, in particular heads of an operating department, persons authorised to blast, plant foremen, technical supervisory personnel in explosive ordnance disposal and warehouse managers as well as persons who are appointed to move explosive substances, to hand them over to others or to receive these substances from others, may only carry out their activities as responsible persons if they have issued an official certificate of competence to handle and/or traffic with possess explosive substances in accordance with the Explosives Act.

Holders of a certificate of competence for the handling and/or movement of explosive substances can only be natural persons.

Preconditions:

  • They are reliable, knowledgeable and personally suitable.
  • You have reached the age of 21.
  • You are a German or EU citizen.

The certificate of competence for handling and/or traffic with explosive substances in accordance with the Explosives Act is only issued on request. It may be limited in content, limited in time and, even retrospectively, subject to conditions.

  • Completed form "Application for the issuance of a certificate of competence in accordance with § 20 of the Explosives Act" and, if applicable, the form "Supplement A",
  • valid identity card or passport,
  • Required proof of expertise according to § 9 SprenG.

For EU foreigners: Certificate for the assessment of good repute in certified translation by the competent judicial or administrative authority of your country of origin or country of origin (for example, extract from the criminal record). The certificate should not be older than three months. Moreover, only facts which have been confirmed by the competent authority of the country of origin or country from which the foreign national comes may be regarded as established.

The application must be submitted in person to the competent authority.
