Driving licence: Exchange for an EU driving licence (card driving licence)

Upon request, your old driving licence can be exchanged for an EU driving licence.

Since 1 January 1999, a driving licence law has been in force in Germany, which has been amended in many details. Among other things, this regulates the introduction of the Europe-wide uniform card driver's license. This has completely new classifications and higher minimum requirements for the examination.

If you want to exchange your old driving licence, for example because it has become illegible, a new card driving licence ("EU driving licence") will be issued to you on request.

The only exceptions to this principle are the authorisations to drive lorries of the old categories 3 (in so far as trucks with a maximum authorised mass exceeding 7,5 tonnes) and of categories 2 are concerned. You must have changed these at the latest by the age of 50 with proof of fitness to drive in order to receive this entitlement without interruption.

Which new driving licence classes your driving licence will be converted to depends on the Ordinance on the Admission of Persons to Road Traffic (FeV).

On 18.03.2019, the 13th Ordinance amending the Driving Licence Ordinance was published in the Federal Law Gazette. This regulates the obligation to exchange the Europe-wide uniform card driver's license. Thereafter, all driving licences issued before 19.01.2013 must be exchanged in stages according to the year of birth or issue.

I. Driving licences issued by 31 December 1998
Below you will find the year of birth of the licence holder with an indication of the day by which the driving licence must be exchanged:
Before 1953: 19.01.2033
1953-1958: 19.01.2022
1959-1964: 19.01.2023
1965-1970: 19.01.2024
1971 or later: 19.01.2025

Licence holders whose year of birth is before 1953 must exchange their driving licence by 19 January 2033, regardless of the year of issue of the driving licence.

II. Driving licences issued from 1 January 1999
Below you can find the year of issue including the date by when the exchange must have taken place:
1999-2001: 19.01.2026
2002-2004: 19.01.2027
2005-2007: 19.01.2028
2008: 19.01.2029
2009: 19.01.2030
2010: 19.01.2031
2011: 19.01.2032
2012-18.01.2013: 19.01.2033

  • official photo ID (identity card, passport),
  • if applicable, confirmation of registration,
  • current driving licence,
  • current photograph: frontal image according to international standards (biometric photograph),
  • If the previous driving licence has not been issued by the currently responsible district / city, an additional index card copy must be submitted to the previously issuing driving licence authority.
