The registration of a used vehicle from a non-EU country is analogous to the re-registration of a decommissioned vehicle.

Please note the following special additions.

  • Certificate of conformity (COC paper) in the original, if an EC type-approval is available, or an expert opinion according to § 21 Road Traffic Licensing Regulations (StVZO) for the granting of an individual approval.
  • Foreign vehicle documents (possibly with German translation) and, if available, foreign license plates,
  • electronic insurance confirmation (§ 23 Vehicle Registration Ordinance - FZV),
  • Proof of the right of disposal (for example, purchase contract or invoice in the original),
  • Proof of a valid German general inspection,
  • valid identity documents of the vehicle owner (identity card or passport with confirmation of registration - driver's license and similar documents are not recognized),
  • SEPA direct debit mandate (direct debit authorisation),
  • Proof of customs clearance and
  • if changes have been made to the vehicle after purchase that are subject to acceptance (e.g. aluminium rims, spoilers, auxiliary heating), the vehicle must be inspected by an official recognised expert (e.g. TÜV-Nord) or a test engineer (TÜV Nord, DEKRA, GTÜ, KÜS, FSP, TÜV Hanse, TÜV Süd) before approval in accordance with § 19 (3) of the Road Traffic Approval Regulations (StVZO).
    In the event of serious changes (change in the type of vehicle or the exhaust/noise behaviour, danger to road users), the vehicle must only be inspected by an official recognised expert in accordance with § 19 (2) StVZO. The certificate issued for the test / acceptance must be presented at the time of approval.
