Promoting social housing in local and urban centres
The state of Rhineland-Palatinate, together with the Investment and Structural Bank of Rhineland-Palatinate (ISB), offers support for social housing in local and urban centres on the basis of the Land Housing Promotion Act (LWoFG). The purpose of the project is to increase the attractiveness of inner and inner-city areas for housing by offering a corresponding range of affordable and affordable housing, thereby maintaining and improving the social, cultural and leisure-related infrastructure as well as the supply infrastructure in the town and city centres.

Who is being supported? Investors who create affordable rental housing in inner-city or inner-city areas and achieve one of the funding targets. First-time buyers who purchase appropriately created housing and, when then released, comply with the required occupancy and rental obligations. What is being promoted? Conversion, extension, conversion and extension measures on existing buildings, as well as associated modernization measures. New construction of rental living space after previous demolition. New construction of rental living space to close a building gap. Measures to improve the living environment in connection with the above measures. How is it promoted? With a subordinated loan secured by the lien and a one-off repayment grant. In principle, the loan amount is €1,050 per square metre of eligible living space. For apartments with an eligible living space of up to 60 square meters, the loan amounts to €1,150 per square metre. In the case of dwellings for households with incomes up to the income limit in accordance with Section 13 paragraph 2 LWoFG, a repayment grant is granted in the sense of 25 % If these apartments are built barrier-free, although this is not required by the Land Building Code (LBauO), a repayment grant of 35 % is granted. In the case of dwellings for households with incomes up to 60 % above the income threshold in accordance with Section 13 paragraph 2 LWoFG, a repayment grant is granted in accordance with 15 % of the total amount of the Land." If these apartments are built barrier-free, although this is not required by the Land Building Code (LBauO), a repayment grant of 25 % is granted. Is not supported if there is no local need for rental housing, the property comprises less than three completed dwellings after the completion of the project, the area usable for living after completion is less than 60 % of the total building area, the living space is less than 30 square meters, construction cannot begin immediately after the funding commitment, construction has begun before the funding commitment has been given, the conclusion of the purchase contract on the first purchase was more than three months ago, the housing is already occupied or rented to unauthorized households, the housing is not intended and suitable for permanent and adequate housing supply (e.B. second homes or weekend houses). Applications for funding can be submitted by all investors (e.B. municipalities, companies, private individuals) who draw up a project described in accordance with the funding programme. All persons who purchase appropriately created housing as part of the initial purchase and who subsequently transfer this housing are also entitled to apply for the required occupancy and rental obligations.
