In principle, vehicles may only participate in traffic on public roads if an operating permit has been granted for this purpose. A vehicle must be granted type approval if it complies with the requirements of the StVZO or the relevant European regulations. For type-approved vehicles, type-approval is proven by the EC Certificate of Conformity (CoC paper). In addition, the general operating permit (ABE), which is issued by the Federal Motor Transport Authority (KBA), is regarded as corresponding proof. For non-type-approved vehicles, an individual type approval is granted by the registration authority. The type-approval shall expire if changes are made by: the type of vehicle approved in the type-approval is changed; a hazard to road users is to be expected, or the exhaust or noise behaviour is deteriorated. If the type-approval of a vehicle has expired, the registration office may prohibit its operation and require the presentation of the registration plates for unstamping. In addition, driving without or with an expired operating license regularly leads to the loss of insurance coverage.
