Determining The Electability of the European Elections

You can apply for a mandate for the European Parliament in Germany if you are eligible to vote. The individual requirements depend on whether you are German or German within the meaning of Article 116(1) of the Basic Law (GG) or a citizen of the Union of a Citizen of another Member State of the European Union.

Preconditions
Selectable Germans or selectable Germans: You are eligible to vote if you are German or German on election day within the meaning of the Basic Law and have reached the age of eighteen. Furthermore, you must not be excluded from eligibility (passive suffrage). Such an exclusion exists if, as a result of a judge's ruling, you do not have the right to vote or the electability or the ability to wear public office. Electable Union citizen or electable Union citizen: If you are a Citizen of the Union, you can also apply for a mandate as a Member of the European Parliament in Germany under certain conditions. You are eligible if you are resident in the Federal Republic of Germany or are otherwise habitually resident and have the nationality of a Member State of the European Union on election day and have reached the age of eighteen. Furthermore, you must not be excluded from eligibility (passive suffrage). Such an exclusion exists if you are excluded from the right to vote in the Federal Republic of Germany or in your country of origin or do not have the electability or the ability to hold public office as a result of a ruling in the Federal Republic of Germany. In addition, you are not eligible if, under certain conditions, you do not have the electability as a result of a case-by-case decision in your member state of origin.
The eligibility of German candidates is demonstrated by a certificate from the municipal authority on eligibility. Union citizens of another Member State of the European Union who apply in the Federal Republic of Germany must prove their eligibility by means of certificates of residence or other habitual residence and of non-exclusion from eligibility.
