Exemption from the id card requirement Unfortunately this specification of service has not yet been completely translated.

The competent identity card authority may exempt persons from the id card requirement, for which a supervisor is not only appointed by interim injunction or who are unable to act or give consent and are represented by an authorised representative with a publicly certified power of attorney, who are likely to be permanently accommodated in a hospital, nursing home or similar facility, or who cannot move alone in public because of a permanent disability.

In individual cases, information on this must be obtained from the competent identity card authority in your place of residence.
