The competent identity card authority may exempt persons from the obligation to provide identification for which a caregiver is appointed not only by interim order, or who are incapable of acting or consent and are represented by one or a representative with a publicly certified power of attorney, likely to be permanently housed in a hospital, nursing home or similar institution, or who cannot move alone in public because of a permanent disability.
