Permission to manufacture or trade in weapons
Permission to manufacture, process or repair firearms or ammunition on a commercial or independent course of business must be applied to the firearms authority responsible for the registered office. It may be limited to certain types of firearms and ammunition. Permission is granted only to a natural person (individual company). In the case of legal entities, the responsible managing director or the individual personally liable shareholders each require a permit. If the arms manufacturing industry is to be carried out by a substitute or if a person is entrusted with the management of a branch or an independent branch, a proxy permit must be applied for for them. The licence shall expire if the activity has not started within one year of the grant of the permit or has not been carried out for one year. The time limits may be extended for special reasons.

For example, those persons who are reasonable to suspect that they are incapacitated, dependent on alcohol or mentally ill do not have the necessary personal aptitude. You have the required expertise. You can obtain the necessary proof of the most important firearms and firearms regulations, the type, construction and handling of common firearms and ammunition through an examination. The specialist is considered to be present if you meet the requirements for the registration of a gunmaker's business in the craft role. They demonstrate the need to obtain a weapons manufacturing permit. They want to carry out the production of weapons commercially or independently within the framework of an economic enterprise. Substitutes must meet the same requirements as you. Permission may be refused if you are not German within the meaning of Article 116 of the Basic Law or have neither your habitual residence nor a commercial establishment in Germany.
You must apply in writing for a weapons manufacturing permit. The application must be submitted to the weapons authority responsible for the headquarters together with the necessary documentation. If you require a delegate during your absence, you must apply for a delegate permit for that person. The personal speaking of the applicant and the designated deputy is usually required.
