Charges for access to the network require approval by the competent regulatory authority (Federal Network Agency or State Regulator). Approval must be granted insofar as the fees comply with the legal requirements. The approved charges are maximum prices and may only be exceeded with specified exceptions. Any breach must be reported to the regulatory authority without delay. The authorisation shall be granted on a temporary basis and shall be subject to revocation; it may be granted under conditions and subject to conditions.

The documents must contain the following information: a comparison of the previous fees as well as the requested fees and their respective calculation, the information required in accordance with the rules on the determination of network charges, and the justification for the change in charges.
