The carriage of persons in national traffic by motor vehicle requires the examination of the professional competence of the trader or of a person appointed by him for the conduct of the business. In addition, personal reliability and financial capacity are prerequisites for authorisation under the carriage of persons. Professional competence shall be demonstrated by a managerial activity for several years in a road passenger transport company or by passing an examination with the competent authority. Persons who have a certificate of professional competence but who have not managed a passenger or road haulage company in the last five years should refresh their knowledge in order to improve their knowledge of current developments in the light of the up-to-date. The competent authority shall take the examination and issue the certificate of professional studies after successful implementation. In addition to the technical examination, equivalent final examinations may be recognised: Final examinations for merchants and merchants in railways and road transport, focus: passenger transport Final examination for further training as a traffic expert Final examination as business economist/business manager (DAV), passed at the German Foreign Trade and Transport Academy in Bremen Final examination as a diploma in business administration/business administration in the Department of Economics I Degree in Transport Management and Logistics at the Heilbronn University of Applied Sciences Graduated as a transport economist/transport economist at the Technical University of Dresden

There is no need to take an aptitude test if, in the period of ten years preceding 4 December 2009, i.e. at least in the period from 4 December 1999 to 4 December 2009, without interruption a managerial activity in industrial enterprises passenger transport in one or more Member States of the European Union. The activity must be have provided the knowledge necessary to run a passenger transport company. They are to the competent in principle, to be proved by written certificates. The examination shall include, inter alia, proof of basic knowledge and shall consist of two written and, where appropriate, a supplementary oral part of the examination. The written part-examinations consist of written questions that include either multiple-choice questions with four answers for selection or questions with a direct answer or a combination of both systems, and from written exercises/case studies. The minimum duration for each written partial examination shall be for road passenger transport, excluding taxi and car rental, two hours.
