Motor vehicle registration new from non-EU country Unfortunately this specification of service has not yet been completely translated.

Vehicles may only be put into service on public roads if they are registered for traffic. It is therefore necessary to apply for the allocation of an official registration number for each vehicle. New vehicles from a non-EU country can be registered in Germany under certain conditions.

  • Certificate of Admission Part II (if available)
  • Confirmation of data of the manufacturer in the original according to Section 2 paragraph 8 Vehicle Registration Ordinance (FZV), Certificate of Conformity (COC) or individual approval in accordance with Section 13 of the EC Vehicle Approval Ordinance (EC-FGV)
  • electronic insurance confirmation (eVB) in accordance with Section 23 FZV
  • Purchase agreement/invoice for the new vehicle
  • Vehicle documents or foreign registration certificate (if available)
  • Identity card or passport with registration confirmation - not older than 3 months
    • Driving licence and similar documents are not recognised
  • SEPA direct debit mandate for the collection of vehicle tax
    • This must be submitted in writing in the original signed by the holder in the case of approval, including by third parties. In the event of a different account holder/account holder, this mandate must be signed in the original by the holder and by the account holder. The specified bank details must be proven.
  • Proof of customs clearance in accordance with Section 6 paragraph 6 fZV

in addition, in the case of completion by third parties:

  • informal written authorisation of the applicant and identity card of the person for whom the vehicle is to be registered

for companies additionally:

  • Extract from the Commercial Register or Commercial Register
  • the identity documents of the responsible person entitled to sign (Managing Director, Authorized Representative) and their power of attorney

for clubs additionally:

  • Association register extract
  • Identification of the responsible person entitled to sign (board of directors) and their power of attorney

in the case of underage vehicle owners, additionally:

  • Declaration of consent and signature of both parents
  • their ID cards

Preconditions

Approval is made

  • only to the place of residence - in the case of several apartments the main residence - or the registered office/establishment of the applicant person.
  • as a company vehicle if the company is registered in the German Commercial Register or Commercial Register.

Hints

It is recommended that you ensure that the vehicle meets the emission class required for registration before purchase from the manufacturer or from an officially recognised expert or an inspector.

The application for authorisation must be submitted by the holder or a person authorised in writing. If the competent authority requests an application form, it may be obtained in advance from the competent authority.

If there is no European type-approval or individual approval for the vehicle, a full acceptance according to Section 21 of the Road Traffic Approval Regulations (StVZO) or an individual permit in accordance with Section 13 of the EC Vehicle Approval Ordinance (EC-FGV) is required. The invoice to be submitted shall indicate that it is a new vehicle.
