Procedures for identifying a need for special education support
For pupils who are severely impaired in their educational, development and learning opportunities, a procedure can be carried out to identify a need for special educational support.
In principle, support is a basic principle of pedagogical action in all types of schools. It is the task of all teachers to ensure age- and development-appropriate support. Special education support extends the general support. In particular, it is intended to support pupils through individual help in the development and unfolding of their mental, emotional, physical and social abilities, talents and inclinations. Special education support has the task of empowering pupils to live, learn and act independently and together, taking into account their individual possibilities.
The need for special education support is to be assumed among pupils who are so severely impaired in their educational, development and learning opportunities that they cannot be adequately supported without special support.
Special educational support needs vary in severity and may be in the following areas:
- emotional and social development
- physical and motor development
- Intellectual development
- Autistic behavior
Standardized diagnostics in the special education assessment procedure determine whether special educational support needs exist in the above-mentioned special educational support priorities. In principle, as a result of the assessment procedure, the special education support focus is named and documented in the decision.
Schools use mandatory forms to carry out the procedure, which are made available to legal guardians during the procedure.
If it can be assumed that the pupil is so severely impaired in the respective educational, development and learning opportunities that he/she cannot be sufficiently supported without special support.

The school management of the responsible school initiates the procedure for determining a need for special educational support if appropriate information is available. A procedure is carried out when a special educational need for support is identified for the first time and when there are indications of a change or the elimination of the need. A teacher from the responsible school and a special needs school teacher will prepare a funding report. The legal guardians are advised by the teachers with regard to the needs of the child as well as with regard to their choice of school. At the request of the legal guardians, a funding committee will be convened. The decision on the determination of a need for special education support is made by the responsible Regional State Office for School and Education.
