The professional title "engineer" or "engineer" is protected by the Lower Saxony Engineering Act (NIngG). If you have neither a domicile nor a professional establishment in Germany and are temporarily and occasionally carrying out professional tasks of engineers within the meaning of Paragraph 2 of the NIngG in Lower Saxony, you may hold the professional title "engineer" or "engineer" if you are entered in the list of external engineers. The provision of the service must be notified to the Chamber of Engineers.

If a year has passed since the last advertisement and you intend to continue to provide services in Lower Saxony and to use the professional title "engineer" or "engineer", this must be reported to the Chamber of Engineers.

For entry in the list of external engineers, the following evidence must be provided by persons established in an EU, EEA or equivalent State:

  • Statement of reliability

For entry in the list of external engineers, the following evidence must be provided by persons established in other countries:

  • Proof of university degree
  • For all documents in a non-German language, a translation must be attached, which must be confirmed by a translator appointed and sworn in by the public

Applications can be submitted at any time in writing or online to the Lower Saxony Chamber of Engineers.

Preconditions

The following conditions apply to entry in the list of external engineers for persons established in an EU, EEA or equivalent State:

  • First-time display of the service
  • reliability required for the profession

For entries in the list of external engineers, the following conditions apply to persons established in other countries:

  • Proof of professional qualification
  • No significant differences between the professional qualification obtained by a foreign degree in engineering or study abroad in Other European countries and a domestic qualification which entitles you to hold the professional title "engineer" or "engineer" (minimum three-year period of regular study, study at least 70% shaped by mathematics, computer science, science, technology (STEM)).
  • An exception applies to the fields of agricultural and industrial engineering in so far as only a STEM share of at least 51% has to be achieved.

Hints

If a year has passed since the last advertisement and the service provider intends to continue to provide services in Lower Saxony and to use the professional title "engineer" or "engineer", he or she must notify the Chamber of Engineers. If the situation attested in the documents submitted so far has changed significantly, the service provider must notify this on presentation of the relevant documents.
