Each facility requires one or more animal welfare officers if you are

  • animal tests on vertebrates or cephalopods.
  • Vertebrates or cephalopods intended for use in animal experiments, breeding or keeping.
  • want to kill vertebrates for scientific purposes.
  • organ and tissue removals for purposes other than scientific purposes.

The animal welfare officer must be notified by you before starting your work at LAVES.

Tasks of the Animal Welfare Officer:

  • Observance and compliance with regulations (Animal Welfare Act, Animal Welfare Experimental Animal Ordinance), Conditions and Requirements
  • Advice to the institution and to persons involved in keeping animals on the holding with regard to the welfare of the animals during the acquisition, accommodation, care and medical treatment

If animal testing is also carried out on your farm or facility, the animal welfare officer is also obliged to

  • to submit an opinion to the competent authority on applications for authorisation of an experimental licence and to submit this opinion to the competent authority on request.
  • to work on the development and introduction of procedures and means in the company that are
    • the pain, suffering and damage caused,
    • the number of animals used,

to the essential level.

  • to work on the development and introduction of procedures and means in the company, which
    • examine whether the objective of an animal experiment cannot be achieved by another method or method.
    • ensure that pain, suffering or damage to animals is inflicted only to the extent that it is essential for the purpose to pursue; in particular, they must not be added for reasons of labour, time or cost savings.
    • ensure that animal experiments are carried out only on animals whose species-specific ability to suffer from the effects of the experiments is less developed than is essential for the purpose pursued.
  • to advise the persons involved in the conduct of animal experiments with regard to the abovementioned applications, procedures and means and to keep them informed of technical and scientific developments in this regard.

Your tasks as a facility or operation:

You have appointed the Animal Welfare Officer or

  • assist in the performance of his/her duties in such a way that he/she can perform his/her duties fully, and
  • of all experimental projects.

They shall ensure that the Animal Welfare Officer regularly develops in the field of animal testing (thematic areas in accordance with Annex 1 Section 3 No 1-15 TierSchVersV).

They shall ensure that the Animal Welfare Officer is free of instructions in the performance of the duties and is not penalised because of the performance of his/her duties. The position and powers of the animal welfare officer shall be governed by statutes, internal instructions or in a similar form. Where several animal welfare officers are appointed, their responsibilities shall be defined.

Preconditions

  • The animal welfare officer may not be at the same time the person responsible for the monitoring of animal experiments or the breeding and keeping of animals in accordance with Section 11 paragraph 1 sentence 1 number 1 TerSchG (exceptions under Section 5 paragraph 3 sentence 2 TierSchV are possible if the necessary knowledge and skills are demonstrated)
  • As an animal welfare officer, only persons with a university degree in veterinary medicine may be identified (exceptions under section 5(3) sentence 4 TierSchV of this are possible if the necessary knowledge and skills are demonstrated)
  • The animal welfare officer shall have the necessary knowledge and skills to carry out the tasks to be carried out
  • The animal welfare officer or animal welfare officer shall have the reliability required for the tasks to be carried out

If your institution's animal welfare officer carries out an animal test himself, another animal welfare officer must be working for this experiment.
