Apply for permission to operate casinos in Lower Saxony

You can only submit an application for authorisation to operate a casino in Lower Saxony to the Lower Saxony Ministry of Finance as part of an ongoing tender procedure.

The Lower Saxony Casino Act (NSpielbG) regulates the requirements for the operation of casinos in Lower Saxony.

According to § 2 of the Act, an approval is required for this. The Lower Saxony Ministry of Finance (Fachministerium) can (only) grant a casino licence that entitles the holder to operate up to ten casinos in Lower Saxony.

Admission is only granted on the basis of a public invitation to tender by the Ministry of Education and Commerce in accordance with § 3 NSpielbG. You can only submit an application within the framework of this procedure.

A corresponding tender procedure will be carried out before the expiry of the currently valid casino approval on 01.09.2024. An application outside the tender procedure is inadmissible.

The detailed conditions and criteria will be determined during the tendering procedure.

The application for a casino license is subject to a fee. Costs are also to be charged if an application for the performance of a fee-based official act is rejected or withdrawn (§ 1 paragraph 1 sentence 2 of the Lower Saxony Administrative Costs Act).
