The Lower Saxony Casino Act (NSpielbG) governs the requirements for operating casinos in Lower Saxony.
According to Section 2 of the Act, a license is required for this purpose. The Lower Saxony Ministry of Finance (competent ministry) may (only) grant a casino license that authorizes the operation of up to ten casinos in Lower Saxony.
The license is granted only on the basis of a public tender issued by the competent ministry pursuant to Section 3 of the NSpielbG. You may submit an application only as part of this procedure.
A corresponding tender process will be conducted before the current casino license expires on February 28, 2041. Submitting an application outside of the tender process is not permitted.
The specific requirements and criteria will be determined as part of the tender process.
There is a fee for applying for a casino license. Fees must also be charged if an application seeking the performance of an official act subject to a fee is rejected or withdrawn (Section 1(1), second sentence, of the Lower Saxony Administrative Costs Act).
