State recognition (notification) as an inspection body (testing laboratories, sampling bodies) for sewage sludge and soil tests according to the Sewage Sludge Ordinance

If you want to work as an investigation body for sewage sludge and soil investigations in waste management , you must be recognised by the competent authority .

If you want to carry out analyses in accordance with the Sewage Sludge Ordinance as an inspection body, you must apply for notification from the competent authority in the federal state in which you have your place of business. This also applies if you have several dependent locations throughout Germany. The notification granted is valid for the whole of Germany.

If it is an investigating body from another Member State of the European Union that does not have a registered office in Germany, you can apply for notification in the federal state in which you want to operate.

The application for notification must be submitted to the competent Land authority. The application documents will be made available digitally.

For the notification of the requested areas of investigation, a competence assessment according to DIN EN ISO/IEC 17025 is required. A specialist module-compliant (waste module) accreditation of the Deutsche Akkreditierungsstelle GmbH (DAkkS) serves as proof of competence.

The following documents of the DAkkS are required:

  • Accreditation notice and accreditation certificate
  • Certificate attachment
  • Reports for the last review
  • At the request of the authority, the deviation reports and other documents

The application for notification must be submitted in Lower Saxony to the Landesbetrieb für Wasserwirtschaft, Küsten- und Naturschutz - Direktion (NLWKN).

You have the necessary expertise, independence, equipment and you maintain a quality management system according to DIN EN ISO/IEC 17025.

The requirements of the waste module for the administrative agreement on the proof of competence and the notification of testing laboratories and measuring points (testing centres) in the environmental sector regulated by waste law are met.

You have a valid DAkkS accreditation for the examination and sub-areas that you want to apply for notification.

You have submitted the application in the country where you have your headquarters. If they are located abroad, submit the application in the country in which you want to carry out this activity as a priority.

You submit an application for notification to the authority of the country in which you have your headquarters as an investigation body for sewage sludge investigations. Attach the required documents. If necessary, the authority will request further application documents. After examination by the competent body, you will receive a written notification as to whether the notification is being made as an investigating body. The Authority may attach to the notification a reservation of revocation, a time limit, conditions, obligations and the reservation of conditions.
