If you, as a company or exchange organisation, would like to offer foreign students or university graduates an internship in Germany, you must, under certain conditions, obtain prior confirmation from the Federal Employment Agency.

Students or graduates who are citizens of an EU country, Iceland, Norway, Liechtenstein or Switzerland do not require confirmation from the Federal Employment Agency, regardless of the duration of the internship. In the case of EU-funded programmes such as LEONARDO, SOCRATES, TACIS or ERASMUS, this also applies to nationals of other countries.

For students with other nationalities who do not participate in EU-funded programmes, the following regulations apply:

Companies and exchange organisations require a confirmation of the Federal Employment Agency if they

  • offer foreign students at a foreign university an internship in their company or
  • as an exchange organization recognized by the Federal Employment Agency (for example, the German Academic Exchange Service or the Federal Association of Medical Students in Germany) place foreign students or university graduates in internships at German companies.

If you wish to employ several students or university graduates at the same time within the framework of an internship, you must submit a separate application for each intern.

A study-related internship may last a maximum of 12 months. The internship can also be carried out in several parts if this was planned from the outset in order to achieve the further training objective. However, in this case you must submit a new application for each new internship.

For study-related internships in internship companies:

  • Form "Declaration of employment relationship"
  • Form "Declaration of enrolment certificate
  • Form "Internship plan", which clarifies which professional knowledge and experience will be imparted during the internship.
  • Copy of the trainee's passport
  • Form "Declaration of consent
  • Printout from the information portal "anabin", certifying the status of the foreign higher education institution
  • Copy of the certificate of enrolment
  • Power of attorney, if the application is submitted via third parties such as relocation companies
  • In the case of compulsory internships additionally: proof that the foreign school or study regulations provide for such an internship and that the internship abroad is recognised as a compulsory internship

In the case of internships for further education purposes for exchange organisations:

  • Form "Agreement for Exchange Organisations".
  • Form "Declaration on the employment relationship

Preconditions

In the case of study-related internships in internship companies:

  • In order for the Federal Employment Agency to be able to confirm the internships in internship companies, it must be
    • the student
      • be enrolled at a university abroad and
      • have completed at least 4 semesters of study
    • the internship must impart practical knowledge that fits in with the subject of study and complements the course content in a meaningful way
    • it must be ensured that the foreign interns have the same working conditions as the domestic interns in a comparable workplace.

In the case of internships through exchange organisations

  • In order for the Federal Employment Agency to confirm internships to you (the exchange organization),
    • the exchange organization must be recognized, which means:
      • it is a non-profit organisation
      • the organisation's activities are mainly directed towards the exchange of trainees during or after their studies, and
      • the exchange organisation has a letter of recognition from the Federal Employment Agency.
    • the exchange must be reciprocal in principle, i.e. the programme must be designed in such a way that both trainees come from abroad to Germany and trainees go from Germany to abroad,
    • if they are not students, university graduates may not have completed their university degree more than 18 months previously.

To obtain confirmation from the Federal Employment Agency for a study-related internship in your internship company, proceed as follows:

  • Download the application form "Internship for further education purposes" and the "Declaration of employment relationship" from the website of the Federal Employment Agency.
  • Complete the documents in full and send them with all the required documents to the Cologne Employment Agency.
  • The Employment Agency will check your documents and, if all requirements are met, will give its approval (confirmation of the internship).

In the case of internships via exchange organisations, the organisation sends the agreed application documents to the Federal Employment Agency.

Alternatively, you can apply for the confirmation of the Federal Employment Agency online. Proceed as follows:

  • Upload the following forms and supporting documents in the upload service of the Federal Employment Agency:
    • Form "Application form internship for further education purposes".
    • Form "Declaration of employment relationship
    • Form "Declaration on matriculation certificate
    • Form "Internship plan", which clarifies which professional knowledge and experience will be imparted during the internship
    • Copy of the trainee's passport
    • Declaration of consent" form for electronic processing of data
    • Printout from the information portal "anabin", certifying the status of the foreign higher education institution
    • Copy of the certificate of enrolment
    • Power of attorney if the application is submitted via a third party such as a relocation company
    • In case of a compulsory internship additionally: Proof that the foreign school or study regulations provide for such an internship and that the internship abroad is recognized as a compulsory internship.
  • Your documents will then be sent to the Cologne Employment Agency.
  • They will check your documents and, if all requirements are met, will give their approval (confirmation of the internship).
  • You will receive the confirmation by post.
