If you want to inform consumers about the current price data of fuels at petrol stations, you can obtain a licence as a provider of consumer information services under certain conditions.

The Market Transparency Unit for Fuels collects the fuel price data of public petrol stations in Germany in real time and makes them available to providers of consumer information services for the purpose of consumer information.
Persons and companies who set fuel prices at public filling stations are obliged to report price changes for the common fuel types E5, E10 and diesel in real time to the Market Transparency Unit for Fuels. The Market Transparency Unit for Fuels passes on the incoming price data to approved providers of consumer information services.
In order to be approved as a provider of consumer information services and thus be able to receive the data, you must credibly demonstrate that you have met the





  • use the data provided by the Market Transparency Unit for Fuels to inform consumers of fuels about the current fuel prices nationwide, and
  • consumer information on current fuel prices nationwide
    • create in perpetuity
    • publish it through a nationwide information service, and
    • not limit it to a specific target group.

In addition to the required documentation, you must provide your following information:

  • Applicant name
  • Address
  • E-mail address
  • Name of your consumer information service
  • Name of a contact person and
  • their telephone number

if available:

  • Fax number
  • Name of the legal representative or the person responsible according to the Telemedia Act or the Interstate Broadcasting Treaty as well as
    • its address and
    • telephone number and
    • telefax number and
    • e-mail address.

You can submit your application for approval as a provider of consumer information services to the Market Transparency Unit for Fuels informally in writing by post to the Bundeskartellamt, Market Transparency Unit for Fuels.

When applying, you must submit:

  • Brief introduction of yourself or your business for which you are applying for approval as a consumer information service.
  • detailed presentation of your (planned) consumer information service. Questions can be:
    • What is the medium or media of the publication?
    • In what form will it be presented?
    • What is the mode of operation?
    • How does the data retrieval by consumers take place?
    • What information can consumers obtain?
  • Explanation:
    • Which target group your offer should reach
    • Whether and, if so, how your target group differs from the general public
    • Under which conditions the offer is also accessible to other target groups
  • Representation:
    • From when you will include the consumer information and
    • how you will ensure that your offer will be permanently available from that time onwards
  • Representation of the spatial availability of your offer in 2 respects:
    • Your offer covers all petrol stations nationwide
    • Your offer can be accessed nationwide
  • Description of how often you will update price data and how you will ensure the necessary technical capacity to do so.
  • Description of your business model or the financing of your offer

Preconditions

Authorization may be sought:

  • Persons and companies who credibly demonstrate that:
    • use data provided by the Motor Fuel Market Transparency Unit to inform consumers of motor fuels of current fuel prices nationwide; and
    • Consumer information on current fuel prices nationwide
      • is intended to be permanent
      • is published by means of a nationwide information service, and
      • Is not limited to a specific target audience.

Notice:
In the event of non-compliance with the statutory requirements for providers of consumer information services, the Market Transparency Unit for Fuels may - depending on the circumstances of the individual case - refrain from disclosing the data or withdraw approval.

  • Compile the necessary documents.
  • Send the documents together with an informal, signed application by post to the Bundeskartellamt, Market Transparency Unit for Fuels.
  • The Bundeskartellamt, Market Transparency Unit for Fuels will examine your documents.
  • If the Market Transparency Unit for Fuels has any further questions, it will contact you.
  • After examining your documents, the Market Transparency Unit for Fuels will decide on your application for approval.
  • If the decision on your application is positive, you will receive by post a notification of approval as a provider of consumer information services.
  • If the requirements for approval are not met, you will receive a negative decision.
