Apply for an identity card for the first time

Sobald Sie 16 Jahre alt sind, müssen Sie ein gültiges Ausweisdokument besitzen, mit dem Ihre Identität festgestellt werden kann. In der Regel ist das ein Personalausweis oder ein Reisepass.
As a German citizen aged 16 and over, you are required to have a valid identity card or passport.

The period of validity depends on your age at the time of application:
  • Applications under 24 years of age: ID card is valid for 6 years.
  • Applications from the age of 24: ID card is valid for 10 years.
A temporary identity card is valid for a maximum of three months. You can apply for your identity card at any customer center in Hamburg.
  • biometric passport photo: The photo must
    • be up to date and
    • meet the requirements for photos for electronic passports.
  • if available and not yet validated: old passport or children's passport (valid or already expired)
  • if no valid passport or child's passport is available: birth certificate or marriage certificate. In this case, your identity must be confirmed to the authorities by a parent or legal guardian
  • For children under 16 years of age: if necessary, declaration of consent from the parent who is not present
    • if there is only one legal guardian, proof of custody is also provided


The obligation to apply for an identity card applies to you if you
  • have German citizenship,
  • have reached the age of 16,
  • are registered in Germany,
  • do not have a valid passport.
For applications outside of your main residence:
  • You must be able to explain an important reason why you are not applying for an identity card from the identity card authority responsible for your main place of residence.
  • Exception: The provisional identity card cannot be applied for abroad.


  • It is not possible to extend or change the identity card. A new identity card is always issued.
  • People without a permanent address or homeless please contact the Hamburg-Mitte customer center.

You have to apply for the identity card in person at the customer center. If you do not apply for your ID card at your primary residence, you will need an important reason and there will be a surcharge on top of the fee. If you contact the customer center of your choice beforehand, you can find out whether and to what extent they recognize your reason.
  • As a young person aged 16 and over, you can apply for an identity card yourself.
    • If young people over the age of 16 fail to fulfill their duty, the persons with legal power of representation must submit the application together with the young person up to the age of 18.
  • For children and adolescents under the age of 16, all custodial parents submit the application together. A parent with custody can be represented by the other parent when submitting the application. If the legal guardians are separated, the presence of the legal guardian with whom the underage, unmarried child usually stays is mandatory. The children and adolescents always have to appear in person, as the customer center checks their identity. They also have to sign if they are 10 years of age or older at the time of application.
  • Since August 2, 2021, the declaration on the submission of fingerprints has been omitted, as fingerprints are taken for storage in the document with every ID card application.
    Exception: No fingerprints are taken from children under 6 years of age.
  • The identity card is produced centrally by Bundesdruckerei GmbH in Berlin.
