Construction loads, general

Construction charges are obligations under public law on the part of property owners for an act affecting their property, which does not already result from public law regulations. This enables the construction or expansion of the use of another property. The construction load therefore serves to establish the approval capability of a structural system, which could not be approved without it.


The building loads are justified by a written declaration to the building supervisory authority. The signature must be publicly or officially certified or made before the building supervisory authority.
Construction charges remain in place even if the property is sold, so they also have an effect on legal successors.

The building loads become effective when they are entered in the building load index (see link).

For the establishment or deletion of a construction load, contact the responsible building inspection department of the district offices.


Notwithstanding this, the tasks in the port usage area are performed by the Hamburg Port Authority (HPA) and in the area of Kehrwiederspitze, Speicherstadt, HafenCity and the reserved areas (e.g. Mitte Altona) by the Authority for Urban Development and Housing, Office for Building Regulations and Building Construction.


The Environment and Energy Agency is responsible for building loads to secure the sewage drainage via other properties.
