Prostitution activity, registration

The Prostitute Protection Act came into force on July 1, 2017. The law introduces an official registration requirement for all prostitutes. The registration process provides for an information and counseling session, in particular health counseling, as a mandatory requirement. In addition, a permit requirement for the operation of a prostitution business is introduced.

According to the ProstSchG, the specialist office takes on three areas of responsibility:
  • Registration of prostitutes (male, female, trans)
  • Approval for the prostitution business (scope):
    Prostitution facilities,
    Prostitution vehicles,
    Prostitution events and
    Prostitution mediation.
  • Control and monitoring tasks
  • Identity card, passport, passport substitute or ID substitute
  • Current photo / photograph without border, 45 mm high x 35 mm wide
  • Current registration certificate / confirmation of registration for your place of residence or main residence or, if you do not have a permanent address, proof of an address for delivery.
  • If you are not an EU citizen, you must provide documents that show that you are permitted to work or be self-employed in Germany.
  • A certificate of participation in a health consultation carried out within the previous three months in accordance with Section 10 Paragraph 1 of the Prostitute Protection Act.

You must also provide the following information:

  • First and last name,
  • Date of birth and place of birth,
  • Nationality,
  • sole apartment or main residence within the meaning of the right to report, alternatively an address for delivery and
  • Federal states or municipalities in which the activity is planned.

Return / de-registration of the registration / alias certificate
A personal interview is required to cancel or return the registration / alias certificate. The return of the registration / alias certificate is confirmed.
