Motor vehicles, applications for e-license plates for electric vehicles

The Electromobility Act (EmoG) provides under Section 3 that certain electric vehicles can receive discounts or exemptions from the obligation to pay parking fees when participating in road traffic. When the Senate of the Free and Hanseatic City of Hamburg decided to change the parking fee regulations on September 29, 2015, Hamburg was the first city in Germany to make use of this change.
From November 1, 2015, electric vehicles can be parked free of charge at all parking ticket machines in Hamburg up to the respective maximum parking time. With this exemption from fees, the Free and Hanseatic City of Hamburg wants to create an additional incentive for the increased use of electric vehicles and thus make a contribution to reducing the environmental and climate pollution caused by motor vehicle traffic. In order to be able to use this, the vehicle needs the new E-license plate.
In the case of vehicles that have already been registered, the electric vehicles can be labeled with a license plate at the end of which an -E- is added.

The registration of an electric vehicle is no different from that of other vehicles.

  • valid identity card or passport in the original with current confirmation of registration
  • the registration certificate part I (vehicle registration) or deregistration confirmation
  • the registration certificate part II (vehicle registration document)
  • the license plates
  • the appointment confirmation

if an authorized representative submits the application on your behalf:

  • the power of attorney in the original with a legible color copy of the vehicle owner's ID
  • Authorized representative's ID in the original

Companies must also submit the following documents:

  • Proof of company (e.g. an extract from the commercial register, the business registration or, in the case of registered associations, the extract from the register of associations)
if an authorized representative submits the application on your behalf:
  • legible color copy of the identity card of the company's authorized signatory
  • Authorized representative's ID in the original


The vehicle has a Hamburg license plate or was registered in Hamburg with a foreign license plate.
The vehicle must be an electrically operated vehicle in accordance with Section 3 of the Electromobility Act (EmoG) (pure battery electric vehicle, hybrid electric vehicle that can be charged from the outside or fuel cell vehicle).

If you park with the electric number plate, a parking disc must always be placed behind the windscreen in a clearly visible place in order to be able to check the maximum parking time.


When selecting the number plate, it must be taken into account that, in addition to the "HH" for Hamburg, the number plate may have a maximum of either two middle letters and three digits or one middle letter and four digits. Only then can the required "E" be added.
It is necessary to make an appointment with the Landesbetrieb Verkehr.

Appointments are booked via the Landesbetrieb Verkehr (LBV). Proceed as follows:

1. Visit the website for booking appointments (see link below) and under the service group Admission, private customers, select the service Re-identification at your own request.
3. Use the location selection to display appointments at a specific location.
4. After choosing the location, use the displayed calendar to choose a free appointment (date and time).
5. Now enter your name and e-mail address for booking.
6. You will receive an email. Please confirm the appointment.

Please be sure to bring the appointment confirmation that you will receive afterwards with you to the appointment.

Requirements for free parking:

  • Display of a parking disc behind the windscreen so that the maximum parking time can be checked
  • License plate with an E stamped at the end
