Motor vehicle letter or registration certificate Part II, replacement in the event of damage, theft or loss

In the event of damage, theft or loss of the registration certificate part II (vehicle registration document), a new replacement document can be issued by the Landesbetrieb Verkehr (LBV).

Application documents
The following documents must be available for the application:
  • a valid identity card or passport with current registration confirmation
  • Proof of the valid main inspection (HU) (not necessary for new vehicles that are not older than 3 years)
  • Vehicle registration certificate (registration certificate part I)
  • if applicable, the damaged registration certificate part II (vehicle registration document)
  • if necessary, the theft report from the police
  • the appointment confirmation
  • Certificate of inheritance if the vehicle owner has died
additionally in the case of a purchase:
  • the original purchase contract (in the purchase contract, the handover of the registration certificate part II must be confirmed by the previously registered owner)
  • the registration certificate part I (vehicle registration) with a valid general inspection (HU), if the vehicle is still registered.
additionally in case of loss:
  • the affirmation in place of oath
In the event of loss, if the holder did not lose the document himself:
  • an affirmation on oath instead of the loser
  • a release statement from the holder confirming that the document was given to the loser before it was lost
  • Original power of attorney for application / issuance (see additional documents under Authorized Representative)
In the event of theft, if the owner was not stolen from himself:
  • a declaration of release from the holder confirming that the document was handed over to the person who was stolen

If an authorized representative also submits the application on your behalf:

  • the legibly completed power of attorney in the original with the legible color copy of the identity of the principal. Note: The color copy is to be provided with the note "COPY".
  • the authorized representative's ID in the original

Companies or associations must also submit the following documents:

  • proof of company / association (e.g. an extract from the commercial register or an extract from the association's register)
if an authorized representative makes the application for the company or the association:
  • the legibly completed power of attorney in the original with the legible color copy of the ID of the person authorized to act according to the company / association certificate. Note: The color copy is to be provided with the note "COPY".
  • the authorized representative's ID in the original

Please bring the following documents with you for collection:

In the event of damage to the registration certificate Part II (vehicle registration document), no separate appointment is required for the collection, as your documents will be handed over directly.

Preconditions

The replacement document can only be requested from the LBV if the vehicle is registered in Hamburg or registered in Hamburg.
For vehicles that are not registered in Hamburg, the LBV can only issue replacement documents for a transfer to Hamburg. A clearance certificate from the original licensing authority is required for this. Please note that the transfer can only be made four weeks after the application. The reason for this is a legally prescribed procedure at the Federal Motor Transport Authority (KBA).
If your document is so badly damaged that it can no longer be clearly identified, you may need to take an oath to take out an affirmation.
If the document was stolen, a theft report must also be presented.

Hints

Please make sure that the document is not deposited with a bank or other financial institution because of a leasing or financing contract before you apply for a replacement! The cost of a replacement issue will not be reimbursed if the document is found later.

As a rule, a declaration in lieu of an oath (subject to a fee) will have to be requested.
You can do this in the following ways:
You appear in person:
  • the declaration will be accepted by you personally at the LBV

In the case of an authorization:

  • an oath issued and signed by the vehicle owner (must meet the legal requirements for an oath insurance)
    The authorized representative cannot take an oath to declare the loss on behalf of the vehicle owner.

Appointment booking for the application
An appointment with the LBV is necessary for the application. You can easily arrange this online under booking an appointment. Proceed as follows here:
1. Visit the website for booking an appointment (see link below) and select the service theft of vehicle documents or loss of vehicle documents under the service group Admission, private customers.
2. Use the location selection to display appointments at a specific location.
3. After selecting the location, use the calendar displayed to select a free appointment (date and time).
4. Now enter your name and your e-mail address for booking.
5. You will receive an email. Please confirm the appointment.

Please bring the appointment confirmation that you will receive with you to the appointment.

If you need new vehicle papers because the papers are damaged, please book the " Loss of vehicle papers" appointment.

Appointment booking for the pick-up
An appointment must also be booked to collect the document. To do this, proceed as described above, but in the second step select the service collection of the registration certificate part II . The appointment can also be made when submitting the application.

Please take the appointment confirmation that you will receive after booking with you when you pick it up.
