Online service: building application

This service offers the possibility to submit the building application online.

All data on the building application can be recorded online and the required templates can be attached.
After receipt of the electronic application and processing of the application data, the completed application form with the responsible office and an identification number will be sent to the client (to the HamburgService post office box and the e-mail address, if given)
The application form must then be printed out, signed and sent to the responsible building supervisory authority by post. Furthermore, the declaration of authorship must be signed by the draftsman and also sent to the responsible office by post. (This is generated automatically and also contains the naming of the uploaded files.) There is sufficient information on this in the associated input texts.

The use of the building application-ongoing application process (HamburgService Dienst) then offers the opportunity to view the data on the construction project and the current status of the process. If the application is not complete when it is submitted, this procedure offers the option of submitting documents. (Tab: Department field: Write to department)
  • With the building application, all documents (building documents) required for assessing the project and processing the building application must be submitted in accordance with the building documents ordinance applicable to Hamburg.
  • In accordance with the more detailed provisions of the statutory ordinance pursuant to Section 81 (6) HBauO in the currently applicable version, building templates can be submitted later; they are then disregarded when assessing the completeness of the documents and the deadlines attached to them in accordance with Section 61 (3) and Section 62 (1).
  • Furthermore, §67 HBauO building submission authorization applies.


Usage authorization:
Before you use the building application or building application - ongoing application process online services for the first time, you need to register for the HamburgService free of charge.
To use the procedure, security level 1 or registration under a company account is required.

If you have any questions, please note the reference to the master user when registering as a company:

At least 2 email addresses are required!
The master user can:

  • Set up, authorize, change, delete users,
  • set up a second master user as a substitute (recommended),
  • Do not use online services yourself.

Important: A master user only has administrative rights. If the person registered as a master user wants to use online services himself, he or she must also set up a user with an additional e-mail address.


  • After the digital building application has been submitted, the Building inspection office the building application form signed by the client and the declaration of authorship signed by the draftsman as well as 1 set of construction templates in paper (without signature only working copy).
  • These documents should be submitted immediately afterwards. Otherwise the application is considered defective and the building inspector will notify the applicant of this - with a corresponding deadline. Bauprüf decides whether and when the application will be rejected.
