Plants for storage and handling of water-hazardous substances, approval of expert bodies Unfortunately this specification of service has not yet been completely translated.

Plants for the handling of water-hazardous substances (e.g. heating oil consumer systems, filling stations, ...) depend on their hazard potential, their location (above ground, underground) and your location in a protected area (water or health reserve area, flood zone) to the competent water authority and to be checked by an expert body. The legal basis for this is the Plant Ordinance (VAwS). For example, above-ground fuel oil consumer systems above a storage quantity of more than 1 m3 are also recurrent before commissioning and in the protected area and subject to testing in the event of decommissioning, underground heating oil consumer systems are in principle before commissioning, recurrent and subject to inspection in the event of decommissioning. Plants in which other water-hazardous substances are stored are subject to staggered testing requirements, depending on the level of risk. The tests are carried out by expert bodies in accordance with Section 22 VAwS and monitored by the competent water authorities. Expert bodies may act according to the extent of their authorisation. Approvals may be limited to certain test areas or limited in time. Approvals from other federal states also apply in Hesse. Authorisations of other Member States of the European Union, a Contracting State to the Agreement on the European Economic Area or Switzerland shall be deemed to be authorised if their equivalence is established by the licensing authority and published in the State Scoreboard for the published by the State of Hesse.
