The competent identity card authority may exempt persons from the obligation to show id, for which a supervisor is not appointed only by interim injunction or who are incapable of acting or consenting and are represented by one or a representative with a publicly certified power of attorney, likely to be permanently housed in a hospital, nursing home or similar facility, or who cannot move alone in public because of a permanent disability.
