In principle, a permit according to the Explosives Act (SprengG) is required for the storage of explosive substances. Authorisation is subject to both the construction and operation of warehouses in which explosive substances are to be stored for commercial purposes, and the material change in the nature or operation of such bearings. The permit also includes other administrative decisions relating to storage, in particular building regulations. Approval may be limited in content and subject to conditions where necessary to ensure, in particular, prevention of risks to life, health and property. Subsequent amendment and supplementation of requirements is permitted.
