Dogs that have already bitten or jumped dangerously on people or animals are classified as dangerous by the public order office. In Bremen they must be kept on a leash in public. Dangerous dogs can run free on the own property. However, the property must be secured so that the dogs cannot escape. Furthermore, a clearly visible sign with the inscription "Caution, dangerous dog" must be attached at the entrance to the property or apartment. Dogs of the breeds Pitbull Terrier, Bullterrier, American Staffordshire Terrier and Staffordshire Bullterrier (so-called list dogs), as well as their crossbreeds among each other or with other dogs, are considered dangerous and keeping them is prohibited in Bremen! Also the immigration from another federal state is prohibited! The keeping of dogs of the breeds listed above is only possible in exceptional cases and under strict conditions, if the dog is taken over from a Bremen animal shelter (Bremen or Bremerhaven). The application for permission must be submitted to the public order office before taking over the animal. Dogs that are dangerous, or dogs that are visiting Bremen (for max. 24 hours) and belong to the breeds Pitbull Terrier, Bullterrier, American Staffordshire Terrier and Staffordshire Bullterrier, as well as their crossbreeds among each other or with other dogs, are subject to a muzzle obligation in addition to the obligation to keep them on a leash.
