Early intervention for children with special needs Unfortunately this specification of service has not yet been completely translated.

In the six recognised early intervention centres of the City of Bremen, parents whose child has been diagnosed with a (threatening) disability are advised. Parents who observe that their child is developing much more slowly than children of the same age should also contact the early intervention centres.

Depending on the child's need for support, the child will receive, on the basis of a detailed examination, a curative educational service of early support or a so-called complex service combining medical-therapeutic services (e.g. physiotherapy, occupational therapy, speech therapy, psychological support) with curative educational support.

Depending on the support and treatment plan drawn up for each child, support takes place in the early intervention centre, at home or in the day nursery. It is also possible that the medical-therapeutic service is provided independently of the curative education support.


In order to receive early intervention, parents must submit an application and have the child examined by the early detection centre (complex service) or by the public health department (curative education). The promotion is carried out from birth until admission to school.


The early intervention centres offer an open consultation once a week. Appointments are made for a presentation of the child.

A list of early intervention centres is maintained on the website of the Senator for Social Affairs, Children, Youth and Women.

Interdisciplinary Early Intervention" and "Personal Assistance" are different services. Personal assistance" is a service that is intended to ensure that your child can participate in everyday kindergarten life without restrictions. It is not a service within the framework of "Interdisciplinary Early Intervention".

You must apply separately for "Personal Assistance" for your child at the Early Intervention Control Center. The benefit can be granted independently or in addition to other benefits. Further details can be obtained from the early intervention centre, the early detection centre or the public health department.

As a rule, the paediatrician determines that the child requires medical-therapeutic and/or curative educational support.

Parents receive an application form for curative education, which they fill out, sign and send to the Early Intervention Service. The health office will then invite them to an examination of the child. If the Health Office approves the curative education, it draws up a promotion and treatment plan and forwards it to the Early Intervention Control Board, which approves the benefit. The parents turn to an early intervention centre with these documents.

If the child also needs medical-therapeutic support, and if this is to be provided independently of the curative education support, the paediatrician will prescribe the treatment.

If medical-therapeutic services are to be provided in connection with curative education as a complex service, the paediatrician will refer the child to the early detection centre for further examination. If the latter approves a complex service, it draws up a support and treatment plan. With this plan, the parents apply for a complex benefit at the early intervention centre. If the application is approved, parents contact an early intervention centre. The early intervention control centre takes on the task of clarifying the costs with the health insurance company in the case of those with statutory health insurance.
