Participation in intra-Community trade in certain animals and animal products is subject to approval of participating establishments in accordance with Regulation (EU) 2016/429. The procedure is application-based. Checks are carried out to ensure that the relevant animal health and hygiene requirements can be met. Livestock, productive and breeding poultry, including day-old chicks, monkeys and prosimians, and a variety of animal products (e.g. semen, embryos and ova and hatching eggs) may only be moved to other EU Member States if the animals or products come from an appropriately approved establishment (e.g. EC cattle, pig, sheep and goat traders; EC cattle, pig, sheep and goat traders; EC cattle, pig, sheep, goat and equine assembly centres; zoos, wildlife parks and other establishments keeping animals for scientific or experimental purposes or for the conservation of animal species or breeds).Approval shall be accompanied by the allocation to each establishment of an approval number which shall be published for the purposes of intra-Community trade.

Preconditions
Farm animals, farm and breeding poultry including day-old chicks, monkeys and prosimians, and a variety of animal products (e.g. semen, embryos and ova and hatching eggs) may only be moved to other EU Member States if the animals or products come from an approved establishment. For the individual animals, products and establishments, the requirements are laid down in Delegated Regulations (EU) 2019/2035 and 2020/691.

Approved establishments and organisations shall be listed and published.
The approval procedure begins with the submission of the documents to the locally competent district administrative authority (district office or independent city), which carries out a preliminary examination and forwards the application to the government. This authority checks and decides whether the requirements relevant to animal diseases, animal health and hygiene are fulfilled in each individual case.With the approval notice, the establishment is assigned an approval number for intra-Community trade, which is listed and published.
