The activity as a lawyer requires the establishment of a law firm, i.e. a permanently established office open during conventional business hours, which is suitable for conducting confidential client discussions and for storing client files. Membership of the Bar Association depended on the location of this office. A transfer of the administrative seat to another district of the Bar Association leads to a change of chamber membership and requires local re-admission
