Funding is provided for measures in the following three areas:

European affairs:
- Informing the public about the development of the European Union, including its historical, societal, cultural, social, economic, and political contexts
- Strengthening public dialogue on the future of the European Union in accordance with the principles of the Bavarian Constitution, the Basic Law of the Federal Republic of Germany, and the European Treaties

International Relations
- Fostering Bavaria’s relations with foreign countries and regions
- Examining general developments in foreign and security policy
- Promoting the German language and German minorities abroad
- Promoting and presenting Bavaria’s cultural identity abroad

Development cooperation
- Supporting selected countries in their development and self-reliance, as well as
- mitigating the causes of displacement on the ground, in a manner that meaningfully complements the programs of the European Union and the federal government

Domestic Development Policy Work
- Raising awareness of global development interconnections, interdependencies, and responsibilities

The requirements for funding must be proven by suitable documentation, including at least
- complete details of the applicant,
- a declaration of entitlement to deduct input tax,
- a project description and a description of the expected results and effects (as measurable as possible),
- a detailed, binding financing plan showing the provision of the applicant's own contribution of at least 10% of the eligible expenditure,
- information on the planned start and expected end of the project
- a declaration that no other funding will be used for the implementation of the same project,
- a declaration that the project has not yet begun.

Preconditions

Requirements that the project sponsor must meet:
- The organization and internal structure of the grant recipient must ensure the success of the project and
- ensure the proper and appropriate use of the grant funds, commensurate with the nature, scope, and complexity of the project.
Requirements that the project must meet:
- a significant public interest in the funded measure, which cannot be met—or cannot be met to the necessary extent—without the grant
- a significant interest in terms of European, international, or development policy in the funding, in accordance with the funding objectives of the Funding Guidelines dated December 20, 2023.
- a clearly identifiable connection to Bavaria
- Clearly defined, preferably measurable project objectives
- A balanced financing plan
- Secured overall financing
- An appropriate balance between the requested grant and the expected long-term and broad-based impact
- Project objective must be achievable within the allocated budget and a predefined timeframe
- The project objective should allow for performance monitoring both during the grant period and afterward.

Hints

Funding is generally provided in the form of non-repayable grants. Funding is provided for individual projects or programs (project funding); institutional funding is not available. Funding is provided at the discretion of the funding agency, subject to the availability of budgetary resources.

Procedure

An application for a project grant may be submitted in writing or by email in German to the Bavarian State Chancellery (Department C I, European Affairs and International Relations) using a signed application form that includes a detailed justification of the planned use of the grant, along with any attachments, or via the online procedure provided.

A decision will be issued following review by the Bavarian State Chancellery.
