Candidates must apply for a certificate of eligibility themselves at the electoral authority or registration office of their sole or main place of residence or issue a written power of attorney (to the party or voter group submitting the election proposal or another person).
The power of attorney can be issued with the declaration of consent to the election proposal "Annex 4 Form 4.1.3 Page 2" of the State and Local Election Code (LKWO M-V) or in the election proposal of the individual candidacy "Annex 4 Form 4.2 Page 2" LKWO M-V.

The application for a certificate of eligibility can be made

• in person,
• informally in writing,
• informally by e-mail or
• in the electronic application procedure (if activated for the respective city/municipality)

can be made.

If all requirements are met, the municipal authority (electoral or registration authority) will issue the certificate of eligibility. If the certificate was applied for by email or using the electronic application procedure, the registration authority sends the certificate to the candidate's address listed in the population register. From there, it must then be attached to the election proposal before it is submitted to the election management.
