Periods of study, coursework, and examinations completed in degree programs at foreign public or state-recognized institutions of higher education shall be recognized by a higher education institution when a student resumes their studies, takes examinations, begins a new degree program, or is admitted to a doctoral program, unless there are significant differences with regard to the competencies acquired.

The decision on whether a significant difference exists is generally made by the relevant examination board at the institution where the applicant wishes to continue their studies, take an exam, begin a (further) degree program, or pursue a doctoral degree.
Special regulations may apply to degree programs that conclude with a state examination. Please consult the respective university for guidance.
