The Lower Saxony Casino Act (NSpielbG) regulates the requirements for the operation of casinos in Lower Saxony.
According to § 2 of the law, a licence is required for this. The Lower Saxony Ministry of Finance (specialist ministry) can (only) issue a casino licence that entitles the holder to operate up to ten casinos in Lower Saxony.
Admission is only granted on the basis of a public invitation to tender by the Ministry of Education in accordance with § 3 NSpielbG. Only within the framework of this procedure can you submit an application.
A corresponding tender procedure will be carried out before the expiry of the currently valid casino licence on 01.09.2024. An application outside the tender procedure is not permitted.
The detailed requirements and criteria will be determined as part of the tendering process.
The application for a casino license is subject to a fee. Costs are also to be charged if an application for the performance of an official act subject to costs is rejected or withdrawn (§ 1 paragraph 1 sentence 2 of the Lower Saxony Administrative Costs Act).
