In the case of restricted tendering (national), the contracting authority (contracting authority) invites certain companies to submit a tender. This also applies to the restricted procedure (EU-wide). This is to be carried out if the order volume exceeds the threshold value.

The awarding authority may hold a public participation competition in advance. In restricted procedures and, in certain cases, restricted tenders, participation competition is mandatory. For this purpose, the contracting authority shall publicly announce the planned award of the contract in special tender media. All interested companies can submit requests to participate. The contracting authority shall select the appropriate undertakings in accordance with the general principles of procurement. It asks them to make a bid.
