Purpose
In the interests of efficient climate protection and the consistent design of modern and humane mobility, the expansion of a safe cycling system that is planned in seamless networks and can be used with minimal downtime is to be supported. The aim is to create a high-quality, safe and efficient cycling infrastructure in both urban and rural areas.
Object
The federal government is providing the federal states with financial assistance for investments in cycling through the "Urban and Rural" special program until the end of 2030.
The federal financial assistance is intended to promote investment in cycling infrastructure with a view to providing nationwide coverage, preferably through inter-municipal measures, in particular urban-rural connections, including measures to create inter-municipal cycling networks, among other things:
- New construction, conversion and expansion of area-wide, preferably separated and safe cycling networks,
- independent cycle paths,
- cycle lanes,
- cycle bridges or underpasses (including lighting and signposting),
- parking facilities and bicycle parking garages,
- Measures to optimize the flow of traffic for cyclists, such as separate traffic light phases (green phases),
- Creation of necessary cycling concepts to link the individual modes of transport and freight cycling.

Beneficiaries
Federal states, municipalities and associations of municipalities, including rural districts and independent cities.
Eligible costs
Reference is made to Art. 3 No. 2 of the administrative agreement on the special "Urban and Rural" program and the relevant state-specific guidelines (see "Legal basis").
Funding is provided without legal obligation within the framework of the budget funds available for these purposes.
The maximum rates used to determine the eligible costs in the context of funding under the Bavarian Municipal Transport Financing Act (BayGVFG) apply accordingly. In the case of bicycle parking facilities, the eligible costs are determined using flat-rate maximum rates per parking space.
Type and amount
The funding is granted as a subsidy.
The type of grant is a project grant.
Proportional or fixed-amount funding is granted in relation to the eligible costs. Both the planning and the construction of cycling infrastructure can be funded with up to 75% of the eligible costs. In the case of particularly financially weak municipalities, funding of up to 90% is possible.
The Free State of Bavaria will increase the federal funding for bicycle parking facilities from up to 75% to up to 90% of the eligible costs.
