According to Section 46 (1) sentence 1 of the Road Traffic Regulations (StVO), the competent authority can approve exceptions in certain individual cases or generally for certain applicants. This applies to exceptions
- from the regulations on road use (Section 2),
- from the prohibition to enter a highway or a motorway or to use it with vehicles not registered there (§ 18 Para. 1, 9),
- from stopping and parking bans (§ 12 Para. 4),
- from the ban on parking in front of or opposite property entrances and exits (§ 12 Para. 3 No. 3),
- 4a. from the requirement to stop at parking meters only while the meter is running and at parking ticket machines only with a parking ticket (§ 13 Para. 1),
- 4b. from the regulation to park in the area of a zone stop ban (signs 290.1 and 290.2) only during the time prescribed there (§ 13 Para. 2),
- 4c. from the regulations on the towing of vehicles (§ 15a),
- from the regulations on the height, length and width of vehicles and loads (Section 18 (1) sentence 2, Section 22 (2) to (4)),
- 5a. from the ban on the unauthorized carriage of persons (§ 21),
- 5b. from the regulations on the wearing of seat belts and safety helmets (§ 21a),
- from the ban on taking animals from motor vehicles and animals other than dogs from bicycles (Section 28 (1) sentences 3 and 4),
- from the ban on driving on Sundays and public holidays (§ 30 Para. 3),
- the ban on bringing obstacles onto the road (§ 32 Para. 1),
- from the prohibitions on operating loudspeakers and offering goods or services on the road (Section 33 (1) nos. 1 and 2)
- from the prohibition of advertising and propaganda in connection with traffic signs (Section 33 (2) sentence 2) only for the areas of light columns to which public transport stop signs are attached,
- from the prohibitions or restrictions imposed by regulatory signs (Annex 2), directional signs (Annex 3), traffic facilities (Annex 4) or orders (Section 45 (4)),
- from the ban on parking at night and on Sundays (§ 12 Para. 3a).
In addition, according to Section 46 (2) StVO, the competent supreme state authorities or the bodies designated under state law can approve exceptions to all provisions of the Road Traffic Regulations for specific individual cases or in general for specific applicants.
