People who are able to work receive benefits of the basic income support for job seekers/citizen's allowance according to Second Book II of the Social Code (SGB II), people who are permanently fully incapacitated and old-age pensioners receive benefits of the basic income support in old age and in case of reduced earning capacity according to Book XII of the Social Code. Assistance towards subsistence is therefore only granted in rare cases, especially for people with a non-permanent (i.e. temporary) full reduction in earning capacity. The prerequisite for entitlement to benefits is that economic (and socio-cultural) subsistence cannot be secured in any other way.
