What is funded?
Measures can be funded if there is an eligible sporting need. The criteria for determining the need are in particular Development of sports behaviour, population development and effects of demographic change, membership growth in the sports organization, existing sports facilities, level of sports activities, sustainable development of the sports facility network, local traditions in sports as well as the landscape conditions, insufficient number and unsatisfactory condition of existing sports facilities.
Sports facilities must comply with the planning principles of § 7 of the Mecklenburg-Vorpommern Sports Promotion Act. As a rule, the dimensions, layout and equipment of sports facilities should comply with DIN and European standards and other guidelines for the construction of sports facilities as well as the competition regulations of the sports federations. The ministry responsible for sport may permit deviations in justified individual cases.
Who is eligible for funding?
- Districts, independent cities and municipalities,
- non-profit sports organizations that are members of the Mecklenburg-Vorpommern State Sports Association,
- other non-profit organizations whose registered office and sphere of activity is in Mecklenburg-Vorpommern.
How is funding provided?
If the land is not owned by the grant recipient, grants can also be approved if rights equivalent to ownership (e.g. heritable building right, usufruct) exist on the land with a term of at least 25 years, counting from the year following the year of approval. For grants of less than EUR 10,000 and for equipment, a period of ten years applies.
By way of derogation from No. 4, grants may also be awarded to sports clubs and associations if they only have rights under lease agreements or other usage agreements with public bodies. The duration of these rights corresponds to the terms specified under no. 4.
Grants are awarded for the modernization and repair as well as for the new construction, expansion and conversion of municipal and club-owned sports facilities and their equipping with sports equipment. Sports facilities within the meaning of this administrative regulation are
Core sports facilities (sports halls, sports field facilities, swimming facilities), special sports facilities (for sports such as tennis, bowling, water sports, shooting sports, motor sports and equestrian sports), functional buildings and premises that serve social, health, administrative, management and educational purposes in sports, are part of the sports facility and are directly related to sports operations, facilities for games, sports and exercise, especially for health sports and trend sports, sports schools of the Mecklenburg-Vorpommern State Sports Association, facilities for elite sports.
Funding rates: Construction of sports facilities as part of the European Agricultural Fund for Rural Development (EAFRD) with EU and state funds (funding area I):
For municipal sports facilities, grants amounting to 40 percent, up to a maximum of EUR 300,000, of the eligible expenditure are awarded.
In the case of construction measures by non-profit sports organizations, grants amounting to 60 percent, up to a maximum of EUR 100,000, are awarded provided that the required national co-financing is provided from state funds. If the required national co-financing is provided from municipal funds, grants amounting to 80 percent, up to a maximum of EUR 100,000, will be awarded. For sports facilities of particular interest to the state, the minister responsible for sport may grant an exception in individual cases with regard to the funding rate and the amount of funding. In accordance with Regulation (EU) No. 1305/2013, the grant is made up of 75% EAFRD funds and 25% co-financing from public funds (municipal or state).
Construction of sports facilities with state and federal funds (funding area II):
Grants of up to 60 percent of eligible expenditure can be awarded for construction measures by non-profit sports clubs and other non-profit providers. Grants of up to 90 percent can be awarded for eligible expenditure of up to EUR 33,000. Grants of up to 100 percent can be awarded for construction measures by the state sports association.
For construction measures at elite sports facilities, state funding of up to 70 percent is granted in addition to federal funding for the respective construction project. Grants to other non-profit organizations can generally amount to up to 40 percent.
Maximum grant
The maximum grant for construction projects of the sports clubs of the state sports association is 100,000 euros. In justified individual cases, the ministry responsible for sport may allow exceptions to the funding rate. Furthermore, at the request of the state sports association, it may allow a funding amount of up to 500,000 euros. The application requires the approval of the state sports conference.
Personal contributions
Up to 50% of a comparable entrepreneurial activity (work performance and use of materials) can be recognized as eligible for funding for own contributions made by sports clubs, provided that they are justifiable in terms of type and scope and have been applied for and approved before the start of the measure. These should not exceed 20 percent of the total expenditure. The value of the unpaid work is to be fictitiously proven by determining the saved contractor services and confirmed by the planning office in charge of the construction work during planning and invoicing, including the professional and proper execution.
Construction projects are generally only funded if the eligible expenditure exceeds EUR 25,000 for administrative districts and municipalities and EUR 5,000 for non-profit sports organizations and other non-profit sponsors. The ministry responsible for sport may allow exceptions in justified individual cases.
