The granting of a permit to carry a weapon (weapons license) always requires the granting of a permit to acquire and possess weapons (weapons possession card). This does not apply to the issuance of the so-called "small" firearms license.

Proof of expertise is provided by a weapons expertise examination, for which the Thuringian State Administration Office is responsible. You can submit an application for this examination to your district or city or to the office of the examination board at the Thuringian State Administration Office.
