A passport can be used as identification when traveling to other countries. If you need a passport urgently, you can apply for it through the Hamburg Service through an express procedure. Your new passport will then be ready more quickly. However, you'll have to pay more for this.
The standard passport has 32 pages. If you travel frequently, you can apply for a 48-page passport. Both versions can be applied for using the express procedure.
You can apply for your passport using the express procedure at the Hamburg Service at your primary residence. If you are registered as having a secondary residence in Hamburg, approval from the ID authority at your primary residence is required to issue the ID document; this approval will be obtained by the Hamburg Service. An additional fee will apply.
From May 1, 2025, there will be new regulations regarding the required photo:
From this date, you will no longer be able to submit paper-based photos. Instead, you will need an electronic photo. You can create this on-site or bring the QR code provided by a photographer. Further information can be found in the "Links" section.

- A current biometric passport photo that meets the requirements for photos for electronic identity cards.
- From May 1, 2025, you must submit your passport photo in electronic form. You can have the passport photo taken on-site, or bring a QR code that the photo studio will give you when the photo is taken.
- The requirements for the passport photo can be found in the photo sample chart (see link “Federal Ministry of the Interior and Community - Photo Sample Chart”, at the bottom of this page under “Forms, Service & Links”).
- A photo booth (self-service terminal) is available. The cost for a photo taken on-site is €6.00. You will not receive a printed copy. Please note that the photo booth is not suitable for passport photos of infants and toddlers.
- If available: valid identification document, for example identity card or old passport
- For minors: birth certificate, child's passport, declaration of consent, and identity cards or passports of the legal guardians. Proof of sole custody, presence of the minor child and legal guardian.
Preconditions
- They possess German citizenship.
- You must come in person to submit your application (this also applies to minors).
- Minors must be accompanied by at least one parent or legal guardian. In cases of shared custody, the consent form and the ID card of the absent parent or legal guardian must be brought along.
- At least one parent or legal guardian must submit the application together with you. (Please note the required documents.)
- You are registered with a residence in Hamburg. If you are registered with a second residence in Hamburg, the issuance of the identity document requires the approval of the issuing authority at your primary residence. This approval will be obtained by Hamburg Service.

- Persons aged 24 and over: 102 EUR (including the express order fee of 32 EUR)
- Persons under 24 years 69.50 (including the express order fee of 32 EUR)
- Please note that additional fees will apply in cases of incompetence and passports with more than 32 pages.

Procedure
You can only apply for an express passport in person at the Hamburg Service Center. This can only be done in person. You can make an appointment online or by phone. The application will be completed by the passport office staff. All you need to do is sign. During the application process, your fingerprints will be taken for storage in the passport chip (usually a flat print of your left and right index fingers).
The passport is produced by Bundesdruckerei GmbH and sent to the Hamburg Service. You will receive a collection slip with which you can pick up the express passport. After you have been notified that your express passport is ready for collection, please pick it up from the location where you applied for it.
