Flight training may only be conducted at approved or registered flight schools. In Bavaria, the Northern Bavaria and Southern Bavaria Aviation Authorities are responsible for the licensing and registration of training organizations for the training of light aircraft, glider, balloon, and private pilots (without an instrument rating).

For flight schools subject to registration, facilitations apply in this respect; in any case, the training programme must be enclosed.
Preconditions
A training organization is approved by the issuance of a certificate if the relevant requirements regarding personnel, organization, and facilities are met.

Procedure
The application must be submitted to the appropriate aviation authority in writing or electronically (by email). The application must include:
- Name and address of the training organization;
- Date of the planned start of operations;
- Information regarding the personal details and qualifications of the management staff (including the operations manager, training manager, flight safety manager, and quality assurance officer), flight instructors, flight simulation training instructors, and ground school instructors;
- The name and address of the airfields and/or facilities where the training is to be conducted;
- Details regarding the facilities for theoretical training and flight preparation, as well as office and meeting rooms;
- A list of the aircraft operated for training purposes;
- List of flight simulation training devices (FSTDs) that the training organization intends to use, if applicable;
- Type of training the training organization intends to conduct.
The Civil Aviation Authorities first review the available information and documentation to determine whether the training organization meets the relevant requirements. Subsequently, Civil Aviation Authority staff conduct an audit, which involves an on-site inspection to verify that actual conditions comply with the regulations in the manuals and the standards of Regulation (EU) No. 1178/2011. The results of the audit form the basis for the final decision on the approval of the training organization.

Approximately 1 to 3 months (possibly longer, depending on the number of training programs and the applicant’s cooperation). In any case, training may not begin until approval has been granted.
