What is supported?
The object of the grant is projects aimed at further strengthening the importance and acceptance of self-employment in Mecklenburg-Vorpommern and, in particular, encouraging innovative start-ups.
The activities must have a structural policy significance for Mecklenburg-Vorpommern. This is achieved in particular through
a) Projects, especially in cooperation with universities, research institutions and technology centers,
- which primarily inform scientists and students about the opportunities of starting a business, advise them, qualify them, accompany them during the start-up phase and support them in the growth phase,
- promote entrepreneurial thinking among students independently of a specific start-up, in particular through joint projects with companies,
- which draw attention to opportunities for self-employment in the form of campaigns and regional competitions.
b) Projects that draw attention to the opportunities of self-employment in the form of nationwide competitions and also highlight development prospects beyond the region through special further support options in the area of qualification and advice,
c) Projects that promote the topic of business succession as an alternative form of self-employment and support it with specialized training, advice and coordination services,
d) Projects that draw public attention to the opportunities offered by self-employment and network possible support services,
e) projects, especially in cooperation with universities, research institutions and technology centers, which aim to broaden knowledge on the topics of business start-ups, self-employment and spin-offs for women or to support them in the start-up and growth phase.
The projects are aimed in particular at the following target groups:
- Students, university graduates and scientists,
- People who are involved in company succession.
How is funding provided?
The grant is awarded as part of project funding as partial funding in the form of a non-repayable grant or a non-repayable allocation. The amount of the grant is generally up to 90 percent of the eligible expenditure.
The lump-sum expenditure for salaried staff is eligible for funding on the basis of unit costs (flat-rate personnel costs). The amount of the flat-rate personnel cost allowance is regulated by the decree on the ESF flat-rate personnel cost allowance in Mecklenburg-Vorpommern (ESF-PKP decree). The decree is published on the internet platform of the granting authority.
For grants under letters a), c) to e), the flat-rate material expenses are also eligible for funding. The amount is determined on the basis of a flat rate (residual cost lump sum) of the personnel cost lump sum.
The amount of the residual lump sum is
- 27 percent for grants under letters a, c and e and
- 39 percent for grants under letter d.
The lump sums cover all project-related personnel and material expenses as well as indirect costs.
For grants under letter b), the administrative overheads in the form of a lump sum and standard unit costs for material costs are also eligible for funding.
- The flat rate for administrative overheads is 15 percent of the flat rate for personnel costs.
- The amount of the annual standard unit costs for material costs is determined by the responsible ministry. Payment is made in two tranches after the following conditions have been met. The prerequisite for payment of the first tranche is the implementation of the annual award ceremony following the evaluation of the project ideas by an expert jury, including the presentation of the endowed prizes. The prerequisite for payment of the second tranche is the organization of two excursions in the context of the annual evaluation of the project ideas, each of which must last at least three days. The amount of the two tranches is determined by the responsible ministry.
- The lump sums and the standard unit costs for material costs cover all project-related personnel and material expenses as well as indirect costs.
