As the vehicle owner, you must submit the application for a new registration certificate to the registration authority responsible for your license plate. You may also authorize a representative to submit the application on your behalf with your written power of attorney. However, if an affidavit is required, you must appear in person.
If you lose Part II of the registration certificate (vehicle title), the registration authority will generally require an affidavit.

The loss of a Certificate of Registration Part II or a vehicle registration certificate is reported to the Federal Motor Transport Authority by the registration authority and published in the Traffic Gazette. You can pick up the new registration documents only after the public notice period has expired. The registration authority can provide you with information on the estimated processing time.
